Visite d’étude en Tunisie sur les indicateurs d’efficacité énergétique du 21 au 23 novembre 2017

 12Dans le cadre du programme MEDSTAT IV, une visite d’étude sur les indicateurs d’efficacité énergétique, est organisée conjointement entre Expertise France et l’Institut National de la Statistique en Tunisie, du 21 au 23 novembre 2017.

Selon les organisateurs du programme MEDSTAT IV, l’expérience tunisienne en matière de production des indicateurs d’efficacité énergétique, est une référence pour plusieurs pays méditerranéens, qui justifie une visite d’étude sur ce thème.

Des représentants de l’Egypte, la Jordanie, le Liban, le Maroc et la Palestine, assistent pour s’inspirer de l’expérience tunisienne dans le domaine de production des indicateurs d’efficacité énergétique.

Les objectifs de cette visite d’étude sont les suivants:

  • présenter les caractéristiques du système tunisien de production, d’analyse et de diffusion des indicateurs d’efficacité énergétique, en détaillant les différentes institutions impliquées, leurs rôles respectifs et les principales caractéristiques du système d’information mis en place dans chacune d’elles;
  • discuter des caractéristiques des systèmes d’information statistique sur l’énergie mis en place dans les autres pays méditerranéens partenaires afin d’évaluer la faisabilité et les conditions de transfert de connaissances et de savoir-faire pour la production d’indicateurs harmonisés d’efficacité énergétique dans la région, y compris des outils pratiques .

Les principaux résultats attendus de la visite d’étude sur la production d’indicateurs d’efficacité énergétique sont les suivants:

  • Tous les pays partenaires partagent une compréhension claire du système tunisien de production, d’analyse et de diffusion des indicateurs d’efficacité énergétique et ont une vision claire des conditions à remplir pour transférer les connaissances et le savoir-faire nécessaires à la production, analyse et diffusion d’indicateurs d’efficacité énergétique;
  • Tous les pays partenaires sont en mesure de développer une feuille de route pour adapter les connaissances et le savoir-faire présentés à leur situation spécifique et pour développer des indicateurs d’efficacité énergétique sur une base harmonisée.

Les indicateurs d’efficacité énergétique sont essentiels pour évaluer la performance des systèmes énergétiques ainsi que l’efficacité des activités de production et de consommation d’énergie. Ils sont essentiels au suivi des progrès réalisés vers la réalisation des objectifs de développement durable (ODD) et, en particulier, de l’ODD7, défini comme «l’efficacité énergétique».

Le programme de cette visité est réparti sur trois jours comme suit :

  • Le premier jour est consacré pour des présentations de l’Agence Nationale pour la Maitrise de l’Energie (ANME) sur la politique et le contexte énergétique national.
  • Le deuxième jour est une visite de la Société Maghrébine de Transport Terrestre (SMTT), d’où une présentation du plan d’action de maitrise de l’énergie de la société, les actions mis en place et le système de suivi de flotte de la société. Suivi d’une autre visite du port de rades, la Goulette Tunisie, afin de voir les installations photovoltaïques mis en place, ainsi que l’installation d’un système d’éclairage public efficace.
  • Le troisième jour est une visite du Centre Technique des Industries Mécaniques et Électriques (CETIME), d’où la découverte des laboratoires d’essais des réfrigérateurs et des climatiseurs et du système de classification énergétique des équipements. Suivi d’une dernière visite de la société Nejma huile. C’est une société industrielle qui a mis en place un système de cogénération.

Le projet MEDSTAT IV a été lancé en 2016. Il soutient la coopération entre l’UE et les pays de la Politique européenne du voisinage sud (PEV-Sud) dans le domaine des statistiques officielles. Le projet a une durée approximative de trois ans

L’objectif global du projet MEDSTAT IV (2016-2019) est d’améliorer la disponibilité, la visibilité et l’accessibilité de données statistiques solides, fiables et à jour dans les pays du voisinage méridional de l’Europe, afin de promouvoir un processus décisionnel fondé sur des faits probants et de favoriser le développement démocratique.

Better complying with international norms in a crucial statistics sector

The new international recommendations for the compilation of the External Trade statistics and of the Balance of payment have been extensively reviewed in the last few years and the implementation of these new rules and standards poses a lot of problems in the ENP-S countries. Since 2017, MEDSTAT IV has been working with the ENP-S countries at identifying the key issues and difficulties they encoIMG_4766unter and at mobilizing the most experienced expertise to provide advice and support, regionally on common issues and locally on targeted country problems.

Several regional workshops have been carried out to present in details the new international standards for foreign trade in goods (IMTS2010-UNSD) and of the 6th edition of the IMF’s Balance of Payments Manual and to discuss their implementation in the ENP-S countries. Technical assistance missions have also been organized to address specific country issues.

The next event is a study visit to Denmark Statistics which comes at a complement of the past activities. It will allow participants to be exposed to the experience of European country advanced in the implementation of new definitions, new concepts and new international recommendations and to discuss in details with Danish specialists some of the key issues related to the implementation of these new recommendations in the ENP-S countries. This should lead to drawing lessons for the improvement of their respective situation and should dramatically help MEDSTAT IV to better target its technical support to the partner countries.

South-South cooperation in external trade statistics

The Central Bureau of Statistics of Libya (CBSC) is in the process of rebuilding its capacity for producing harmonised and quality statistics that the country needs for feeding the design and the monitoring of its development orientations and policies. Bringing good statistics that may allow an evidence-based management and decision making is thus a crucial necessity. The participation of Libya in the MEDSTAT IV project opens several opportunities for the local statisticians to be exposed to the latest methodologies and practices in different sector of statistics.

Of particular importance for the country is external trade as an engine for economic growth and for the integration into the world economy. Merchandises trade statistics must thus be developed, taking into account the recent changes in the international recommendations in this area (IMTS-UNDP 2010). There are important progresses that have to be made by Libya in this sector.

Morocco, and more specifically the Office des Changes (OC), is very advanced in the application of international standards for foreign trade in goods. Experts from the OC already assisted Palestine in this area. Now, they have agreed to provide technical assistance to the Libyan staff in charge of external trade statistics.

Four Libyan specialists from the CBSC will thus travel to Tunis where they will be met by an expert from the Moroccan OC. In advance to the meeting, specific documents and data have been requested from Libya in order to prepare the content of the technical assistance and to base the work in common.

The objective of this activity is to enable participants from the CBSC to:

  • Better understand the latest international recommendations on international merchandise trade statistics (IMTS 2010) and to discuss their application in the specific context of their country,
  • Share Morocco’s experience and best practices in compiling, setting up quality frameworks, analysing data and disseminating them.

“Producing more relevant statistics for migration”

International migration is a key concern for the Euro-Mediterranean cooperation. Most the ENP-S countries share a series of similar patterns, related to the emigration towards Europe and other destinations, the labour immigration from abroad, the massive flows due to crisis as well as to the transit migration. All these patterns have a huge impact on their economic, social and cultural contexts. Overall, the national statistical systems of these countries still lack adequate data for evidence-based policy analyses and measures.

In the last eight years, MEDSTAT has been supporting the ENP-S countries in developing model questionnaires and manuals for the Mediterranean Household International Migration Surveys (MED-HIMS), as tools useful to understand the causes and the consequences of migration and the intentions  with respect to migration. After the Egypt-HIMS and Jordan-HIMS, the implementation of new MED-HIMS are expected in the Maghreb countries from 2018 on. In parallel, MEDSTAT also supports a better, more frequent and harmonised use of other potential data sources, in particular the registration of border crossing and other administrative procedures. The exploitation of other sources is useful to complement the MED-HIMS results that come at a slower pace. It is in this context that MEDSTAT IV organized its first regional workshop for strengthening the general migration data collection in the participating countries.

The workshop, which was held at the premises of the Hungarian Central Statistical Office (HCSO), was attended by fifteen representatives of Egypt, Israel, Jordan, Lebanon, Libya, Morocco and Tunisia in charge of registering, collecting and analysis migration data. The workshop was also attended by representatives of Eurostat, IOM, ICMPD, HCSO and MEDSTAT IV.

As main outcomes, the meeting proposed the implementation of a shared set of migration questions in general household surveys also useful to measure migration-related aspects of the SDGs’ and a pilot tabulation based on residence permit data. These proposals will be further discussed at country level and in the next meeting of the Euro-Mediterranean Working Group on Migration Statistics (EMWGMS) in view of a possible development and implementation as soon as possible during 2018.

Besides, the meeting renewed the recommendations to maximise the usefulness of the available data and to adopt new working modalities, for instance by using individual data of the administrative registration, statistics produced by other countries (‘mirror statistics’) as well as data estimation methods.

Since the beginning of September 2017, MEDSTAT IV implemented the first phase of its training for trainer course on Communication for statistics. The dialogue between users and producers of statistics is essential in order to make sure, on the one hand, that the needs of the users are considered by the statisticians and answered in the best way possible and, on the other hand, that the statistics produced are well understood and interpreted by the users. The journalists are important messengers for statistics, relaying information to many other kinds of users, the whole population and the decision makers alike. A particular attention should thus be brought at encouraging the dialogue and at building bridges between them, as a special category of users, and the statisticians.

During 9 successive weeks, country teams (three experts per country: a statistician, producing employment statistics, a communication or press officer from the NSI and a journalist) have participated into an e-learning and e-coaching exercise designed by MEDSTAT IV on the basis of an existing e-learning course on Public relations and statistics developed some years ago by the GIZ. The aim of this first distance learning phase was to provide the participants with basic information on employment statistics and on communication tools and methods. The participants also worked with the trainers in preparing training projects that will be then implemented in their respective countries.

At the end of this long distance learning and distance coaching phase, each country team has designed a training project that will be now tested and played “live” in face-to-face training sessions (Casablanca in French and Larnaca in English). During these sessions, the participants will receive comments and feed-back that will help them finalising their training projects.
MEDSTAT IV will then support the country teams in delivering their training projects. This will done in the course of 2018. At this stage, each training project is different form the others in its scope, its content, its audience and its duration. Such a diversity will open the ground for a very interesting evaluation of the exercise and exchange of experiences.

MEDSTAT IV organises a regional workshop on decent work and other labour-related topics in context of the Sustainable Development Goals – Larnaca, 5-6 December 2017

“It is estimated that over 600 million new jobs need to be created by 2030, just to keep pace with the growth of the global working age population. That’s around 40 million per year. We also need to improve conditions for the some 780 million women and men who are working but not earning enough to lift themselves and their families out of USD 2 a-day poverty.” (from ILO website)
The measurement of decent work, quality of employment, quality of education and lifelong learning are among the most important sub-sectors of social statistics and a priority area of intervention of the Euro-Mediterranean statistical cooperation since its beginning. Moreover, indicators for these topics are part of the recently established global framework of the Sustainable Development Goals (SDGs), under the SDG-8 (‘Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all’) and the SDG-4 (‘Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’).

These conditions, and the recent decision taken at the last meeting of the Forum of the Euro-Mediterranean Statisticians towards paying more attention to the SDGs, opened the opportunity for the organisation of a new regional workshop under the MEDSTAT IV Labour market statistics sector focusing on decent work and other labour-related topics in the context of the SDGs. The meeting will trigger the reflection on methodologies and practices adopted in these areas at international and national levels and will allow to defining activities to be jointly undertaken by the ENP-South countries in the short term. It will benefit from technical contributions from the ILO, Eurostat, the European Training Foundation (ETF) and the National Institute of Statistics and Economic Studies of France (INSEE).

The workshop will be immediately followed by the fourth meeting of the Euro-Mediterranean Working Group on Labour Market Statistics (EMWGLS), i.e. the entity responsible for planning, implementing and re-orienting the work programme for the sector.

Study Visit on the Production of Road Passenger Transport statistics at the French Ministry of Environmental and Inclusive Transition (Service de la Donnée et des Etudes Statistiques) Paris – 24-25 October 2017

Producing statistics for monitoring personal mobility

Road passenger transport statistics constitute a critical area in the field of transport statistics because it deals with the mode of transport which is the most important in terms of volumes of passenger transport and also because it is probably the area of transport statistics that raises the biggest technical difficulties.

In this context, this study visit at the French Ministry of Environmental and Inclusive Transition (Service de la Donnée et des Etudes Statistiques) was the first event to deal with this very sensitive issue in the context of the MEDSTAT projects. No work on this specific issue has ever been implemented in the frame of the previous phases of the MEDSTAT project and no Mediterranean partner country is currently able to produce exhaustive and reliable road passenger transport statistics. This is indeed a very complex statistical area on which even only a few European Member states have strong capabilities and produce comprehensive statistics.

The objective of this study visit was to present international standards and methodologies for the production of road passenger transport statistics and to review the processes implemented in one of the EU Member states which has strong capabilities in this area, i.e. France.

This study visit allowed in particular to discuss the concepts, definitions and classifications used in the production of road passenger transport statistics as well as the EU requirements in this area. Both the conceptual context and the EU requirements should constitute benchmarks for the development of road passenger transport statistics in the partner countries. It also allowed to present and to discuss the key characteristics of the methodologies and processes for data collection and compilation that are implemented in France in order to produce such statistics.

The information they gathered from their French counterparts should help participants to define detailed objectives for the production of road passenger transport statistics in their respective countries, keeping in mind that standards and practical solutions will have to be adapted to the characteristics of their transport and statistical systems and will have to take into account their specificities and constraints, in particular in terms of financial and technical resources.
