Visite d’étude à l’Institut National de la Statistique sur le thème « répertoire statistique des entreprises et enquêtes économiques »

Dans le cadre du programme MEDSTAT 4[1], une visite d’étude à l’INS Tunisie a été organisée conjointement entre Expertise France et l’Institut National de la Statistique, du 10 au 12 octobre 2017. Des représentants de l’Algérie, l’Egypte, la Jordanie, la Libye, le Maroc et la Palestine, ont assisté pour s’inspirer de l’expérience tunisienne dans le domaine des statistiques d’entreprises en général, et plus particulièrement le Répertoire de Statistique des Entreprises (RSE).

L’expérience Tunisienne dans ce domaine, qui a commencé depuis 1994, est riche et considérée par les experts du métier une référence à suivre par les pays arabes et africains. Cette expérience est le résultat d’un partenariat entre l’INS, la direction générale des impôts (DGI) et la caisse nationale de la sécurité sociale (CNSS) régi par un cadre juridique permettant à l’INS « l’accès à toutes les données administratives individuelles » et l’oblige à respecter le « secret statistique » et d’utiliser les données individuelles collectées pour des fins purement statistiques.

La diversification des sources et le développement des méthodologies statistiques d’appariement des données et d’estimation des variables ont abouti à une meilleure gestion du RSE, de suivi et de l’amélioration de sa qualité. En effet, il est la base de sondage pour les toutes les enquêtes statistiques auprès des entreprises et un outil utilisé pour la diffusion d’une publication annuelle sur les caractéristiques du secteur privé en Tunisie qui s’intitule « statistiques issues du répertoire national des entreprises ».

Pendant la visite d’étude, les cadres de la Direction Centrale des Statistiques d’Entreprises au sein de l’INS, ont contribué à enrichir l’atelier à travers des présentations sur les thèmes suivants :

• Cadre juridique du RSE en Tunisie,
• Sources administratives, appariement des données et codification des variables,
• Gestion de la qualité du RSE Tunisie,
• Enquêtes économiques (Enquête nationale sur les activités économiques, Enquête sur l’utilisation des technologies de l’information et des communications dans les institutions, Enquête sur l’emploi et les salaires, Enquête quinquennale sur les micro-entreprises)
• Coordination de la phase de collecte et la communication avec les entreprises,
• Répertoire des états financiers,
• Classifications statistiques et autres utilisations du RSE.

Les participants ont discuté au cours de cet atelier les difficultés qui se posent devant la mise en place d’un RSE dans leur pays et qui sont liés à l’aspect juridique ou l’absence d’un identifiant unique d’entreprise ou la non l’utilisation des classifications et des concepts statistiques.

زيارة ميدانية للمعهد الوطني للإحصاء حول السجل الإحصائي للمؤسسات والمسوح الإقتصادية

في إطار برنامج مادستات 4 MEDSTAT  وبتنظيم مشترك بين المعهد الوطني للإحصاء و اكسبرتيز فرنسا Expertise France، شارك ممثلون عن فلسطين، الجزائر، المغرب، ليبيا، مصر والأردن، أيام 10 و12 أكتوبر 2017، في زيارة عمل إلى تونس قصد الإطلاع على تجربة المعهد الوطني للإحصاء في مجال إحصائيات المؤسسات بصفة عامة والسجل الإحصائي للمؤسسات والمسوح الإقتصادية بصفة خاصة.

حيث تعتبر التجربة التونسية في هذا المجال رائدة ومرجعية، فهي نتيجة شراكة بين المعهد الوطني للإحصاء والإدارة العامة للأداءات والصندوق الوطني للضمان الاجتماعي ينظمها إطار قانوني يسمح « بالنفاذ الى جميع البيانات الإدارية الفردية » ويلزم المعهد الوطني للإحصاء على احترام « السر الإحصائي » وعلى استعمال المعطيات الفردية لغايات إحصائية بحتة.

وقد ساعد كل من تنوّع المصادر وتطوير المنهجيات الإحصائية و المقاربة وتقدير المتغيرات الهامة في التصرف في السجل الإحصائي للمؤسسات. كما ساهمت عملية المراقبة في تحسين جودة البيانات وبالتالي الوصول إلى إصدار نشرية سنوية حول خصوصيات القطاع الخاص في تونس.

وقد ساهم ثلّة من إطارات المديرية المركزية لإحصائيات المؤسسات في إثراء ورشة العمل من خلال تقديم عروض حول التعريف ب:

• السجل الإحصائي للمؤسسات بتونس،
• المصادر الإدارية، مقاربة البيانات وترميز المتغيرات،
• السجل الإحصائي للمؤسسات بتونس من حيث التصرّف والجودة والنشر،
• المسوح الإقتصادية (المسح الوطني حول الأنشطة الإقتصادية، المسح حول استعمال تكنولوجيا المعلومات والإتصال لدى المؤسسات، المسح حول التشغيل والأجور، المسح الخماسي حول المؤسسات الصغرى)،
• المسوح الإقتصادية من خلال مراقبة العمل الميداني والأجوبة، التواصل مع المؤسسات، سجل القوائم المالية،
• التصانيف الإحصائية واستعمالات أخرى لسجل المؤسسات.

وقد تطرّق المشاركون خلال هذه الورشة إلى الصعوبات التي تقف أمام إنشاء سجل إحصائي للمؤسسات في بلدانهم والتي لها علاقة بالجانب القانوني أو انعدام معرف موحد للمؤسسة أو عدم تعميم استعمال والتصانيف والتعاريف الإحصائية.

MEDSTAT IV – Sector of Statistical business register and business surveys

Business and economic surveys in the ENP-S countries

Through the various events organized since the beginning of the MEDSTAT IV program on the topic of the statistical business register and economic surveys, the various EPN’s countries have found the case of Tunisia interesting and could bring solutions to their concerns in this field . They therefore expressed several times the wish to visit the National Statistics Institute (NSI) of Tunisia to draw inspiration from the methodologies and organization of work at INS.

The study visit, organized in this framework, took place in Tunis on 10-11-12 October 2017. Participated in this visit Algeria, Egypt, Jordan, Libya, Morocco and Palestine, with two participants from each country. The Lebanese, although invited to participate in this study visit, were unable to come because of certain administrative difficulties.

On the Tunisian side:

• The NSI General Director opened the proceedings with a welcome speech, recalling the history and steps that the NSI took to arrive at a satisfactory level of business statistics, also mentioning that others improvements are planned in the NSI’s future program.
• The National Coordinator of the MEDSTAT IV project, which chaired the first session.
• The Central Director of the business statistics department who was present during all sessions of the study visit.
• The NSI also invited three senior executives from the Ministry of Finance (General Directorate of Taxes) and a representative of the National Social Security Fund, to highlight the importance of links with administrative sources in the development and the updating of the business register.
• Sixteen staff from the Business Statistics Department of the NSI including their director who is also co-leader of the MEDSTAT IV program on the same subject.

The subjects covered during the study visit were:

• The legal framework
• The main sources
• The legal link, the contribution of the General Directorate of Taxes and the frequency of exchanges of files
• The legal link, the contribution of the National Social Security Fund and the frequency of file exchanges.
• Coding and automatic matching of files (Software developed and exposed by NSI)
• Improvement and quality control surveys.
• Methodology for estimating missing or partial variables: automatic and manual correction.
• Annual publication from the statistical register of enterprises.
• Annual economic survey of structured enterprises (≥ 6 employees).
• Survey on the use by companies of new communication technologies (computer science, internet …).
• Employment and wages Survey
• Five-year survey of small enterprises activities (<6 employees)
• Training of investigative agents in communication and approach of the persons surveyed.
• Automatic verification of response status.
• Entered by Scan and automatic conversion of the tax packages received from the General Directorate of Taxes (DGI), which has more than 60,000 balance sheets of companies in paper form. The NSI is in charge of the digitization, thanks to a software of recognition of characters, realized by the executives of the NSI. Once this task is done, a digital copy is returned to the DGI.
• Presentation by countries of their problems and concerns
• The different nomenclatures and classifications used by NSI and their articulations with the international nomenclatures.
• Users, NSI links and confidentiality problems.

The discussions were very lively and the participants’ questions show the difficulties they encounter in their work and the desire they have to learn a little more about the Tunisian case.

At the end of the study visit Key Expert2 reminded the audience that an Arabic translation of the glossary of the United Nations methodology manual is available and that it is now desirable to use the terms of the Arab translation, which was the subject of a consensus of all the countries during the workshop of Athens.

He also presented the final version of the publication containing the replies to the two questionnaires sent to countries on the situation of the business register and on the demography of enterprises. He asked clarification and verification of the data.

At the end of the last day, NSI organized an excursion for the participants, to visit Tunis and its suburbs.

A travers les différents évènements organisés, depuis le début du programme MEDSTAT IV sur le thème du registre statistique des entreprises et des enquêtes économiques, Les différents EPN’s countries ont trouvé le cas de la Tunisie intéressant et pourrait apporter des solutions à leurs préoccupations dans ce domaine. Ils ont donc exprimé, à plusieurs reprises, le souhait de visiter l’Institut National de la Statistique (INS) de la Tunisie pour s’inspirer des méthodologies et de l’organisation du travail à l’INS.

La visite d’étude, organisée dans ce cadre, à u lieu à Tunis les 10-11-12 Octobre 2017. Ont pris part à cette visite, l’Algérie, l’Egypte, La Jordanie, La Libye, Le Maroc et La Palestine, avec deux participants de chaque pays. Les Libanais, bien que invités à participer à cette visite d’étude, n’ont pas pu venir à cause de certaines difficultés administratives.

Du côté tunisien :

• Le directeur général de l’INS a ouvert les travaux par une allocution de bienvenue, rappelant l’historique et les étapes que l’INS a franchi pour arriver à un niveau satisfaisant de statistiques d’entreprises, mentionnant aussi que, d’autres améliorations sont programmées dans le programme futur de l’INS.
• La coordinatrice nationale du projet MEDSTAT IV, qui a présidé la première session.
• Le directeur central du département du répertoire et des statistiques d’entreprises qui était présent pendant toutes les sessions de la visite d’étude.
• L’INS a invité aussi à ces réunions, trois cadres du ministère des finances, direction générale des impôts et une représentante de la caisse nationale de sécurité sociale pour souligne l’importance des liens avec les sources administratives dans les phases d’élaboration et le mise à jour du registre d’entreprises.
• Seize cadres du département du répertoire et des statistiques d’entreprises à l’INS y compris leur directeur qui est aussi Co-leader au programme MEDSTAT IV sur le même sujet.

Les sujets traités au cours de cette visite d’étude ont touché les points suivants :

• Le cadre légal
• Les principales sources
• Le lien légal, l’apport de la direction générale des impôts et la fréquence des échanges de fichiers
• Le lien légal, l’apport de la Caisse National de Sécurité Sociale et la fréquence des échanges de fichiers.
• Codification et appariement automatique des fichiers (Logiciel développé et exposé par l’INS)
• Enquêtes de contrôle de qualité du répertoire.
• Méthodologie d’estimation des variables manquantes ou partielles : correction automatique et manuelle.
• Publication annuelle à partir du registre statistique d’entreprises.
• Enquête économique annuelle auprès des entreprises structurées ( ≥ 6 salariés).
• Enquête sur l’utilisation par les entreprises des nouvelles technologies de communication (informatique, internet …).
• Enquête auprès des entreprises sur les Emplois-salaires.
• Enquête quinquennale auprès des petites entreprises (< 6 salariés)
• La Formation des agents enquêteurs en communication et approche des personnes enquêtées.
• Contrôle des enquêtes sur le terrain et des réponses.
• Saisie par Scan et conversion automatique des liasses fiscales reçues de la direction générale des impôts (DGI) qui dispose de plus de 60.000 bilans d’entreprises sous forme papier. L’INS se charge de la numérisation grâce à un logiciel de reconnaissance de caractères, réalisé par les cadres de l’INS. Une fois cette tâche réalisée une copie numérique est restituée à la DGI.
• Présentation par les pays de leurs problèmes et préoccupations
• Les différentes nomenclatures utilisées et leurs articulations avec les nomenclatures internationales.
• Utilisateurs, liens avec l’INS et problèmes de confidentialité.

Les discussions étaient très vives et les questions des participants montrent les difficultés qu’ils rencontrent dans leurs travaux et le souhait qu’ils éprouvent d’apprendre un peu plus sur le cas tunisien.

A la fin de la visite d’étude, le Key Expert2 a rappelé à l’assistance qu’une traduction en langue arabe du glossaire du manuel de méthodologie des Nations Unies est disponible et que, dorénavant, il est souhaitable d’utiliser les termes arabes de cette traduction qui a fait l’objet d’un consensus de tous les pays lors du workshop d’Athènes.

Il a aussi exposé la version finale de la publication contenant les réponses aux deux questionnaires envoyés aux pays sur la situation du registre d’entreprises et sur la démographie des entreprises. Il a demandé des éclaircissements et des vérifications des données.

A la fin de la dernière journée, l’INS a organisé une excursion pour les participants, pour visiter Tunis et ses banlieues.

Fourth Meeting of the Euro-Mediterranean Working Group on Energy statistics and Regional Workshop on Final Energy Consumption surveys in the Transport sector – Paris – 26-28 September 2017 

Assessing new challenges in Energy statistics for the Mediterranean region

Energy statistics constitute a fast-developing area in direct relation with sustainable development goals and related challenges in terms of energy efficiency. National energy statistics systems themselves witness constant progress in the analysis of energy production and consumption and new challenges constantly appear along the road.

In this context, the Fourth Meeting of the Euro-Mediterranean Working Group on Energy statistics (EMWGES), held in Paris on the 28 September 2017, allowed ENP-S Countries to present and discuss the main evolutions in their statistical systems on energy and to assess the main progress achieved in the production and dissemination of energy statistics since the start of the MEDSTAT IV Project in all three areas covered, i.e.  energy balances, final energy consumption surveys and energy efficiency indicators.

The meeting also allowed to take stock of the implementation of the MEDSTAT IV work programme in this area and to adjust it for the period 2017-2018. All initial objectives of the project in this area were confirmed and all the events originally planned will be implemented before the end of 2018.

The meeting also gave the opportunity to discuss key issues for the follow-up of the work programme and the visibility of its results through the adoption of monitoring indicators in the first case and a first discussion on the development of infographics in the second.

This meeting was preceded by a two-day regional workshop on Final Energy Consumption surveys in the Transport sector. Final energy consumption is not always properly covered by the statistical systems of the ENP-S countries. The transport sector is a major consumer of energy and estimating its contribution to the final energy consumption of a country may greatly help in increasing the quality and relevance of the energy statistics.

In this context, this workshop allowed to share experiences and to define a common basis for the production of harmonized final energy consumption statistics across the region. It was largely based on the experience of several partner countries who have already implemented a Final Energy Consumption survey in the Transport sector.

The discussion on these surveys, which have been implemented on the basis of noticeably different methodological approaches, reflecting national specificities in terms of transport systems and statistical methodologies, allowed to draw collective lessons and to identify areas of convergence with a view to fostering harmonization. The presentation of international experiences was also key to the achievement of these objectives. A key lesson learnt at this occasion was that countries should make use of many different kinds of data sources in the production of final energy consumption statistics, not only surveys but also administrative data, payment data, geospatial data and data modelling techniques.

Group Experts on Business Registers by UNECE, Eurostat, and OECD – Paris 27 – 29 September 2017

The international meeting of the Group of Experts on Business Registers, which is organised every two years, was held on 27 to 29 September 2017 at OECD headquarters in Paris. The event was organised jointly by the United Nations Economic Commission for Europe (UNECE), Eurostat and the Organisation for Economic Co-operation and Development (OECD).

The meeting gathered a total of 105 participants from a number of countries, with a majority from Europe and Asia. For the first time, South Mediterranean countries were present, with the financial support of the MEDSTAT IV project (one participant per country).

The topics discussed and debated during the meeting of the business registers experts were very diverse. The main points addressed were the following:

• Locating and registering family businesses: the cases of Spain (950,000 units) and the Netherlands (1.6 million units).
• A probabilistic model for estimating the life expectancy of businesses (survival): the case of Mexico.
• Profiling large multinational enterprise groups: the cases of France (INSEE), Germany, Australia, and at the level of EUROSTAT beginning in 2008. Manual and automatic profiling.
• Geo-spatial information: the case of China which has 200,000 enumerators using geo-localised PDAs to ensure real time transmission of locations and statistics on 18 million businesses.
• The RIAD (Register of Institutions and Affiliates Databases) and GLEIF (Global Legal Enterprises Identifier Foundation) platforms were discussed by the European Central Bank. The latter covers 450,000 units and 6,000 groups of units (as of September, 2017). The users of these platforms are the central banks of European countries and European authorities.
• Data Quality and Register Quality indicators, discussed by EUROSTAT. Standardising the indicators at the level of the European countries.
• Measuring the economic weight of multinational corporations established in Tunisia based on the statistical business directory, thanks to an econometric model discussed by the representative of Tunisia.

The next meeting of the group of experts will take place in Mexico City in 2019. The topics proposed for the meeting, as presented by UNECE’s representative, are:

• SBR’s role in the modernisation of statistical production.
• The use of administrative sources: developing links.
• The users’ viewpoint
• Definition of statistical units
• Globalisation
• Business demography

Suggestions from the participants:

• IT tools
• Legalisation and confidentiality
• Security
• Geocoding

The next meeting of the group of experts on SBR WIESBADEN (Wiesbaden group of experts on business register) is scheduled for September 2018 in Switzerland. The representative of the group asked the participants to send in their suggestions of topics for the meeting.

2^nd workshop on the Lead Country coordination of the project’s activities in Paris, September 25-26, 2017

How to better organise the involvement of the ENP-S countries in the implementation of the activities of MEDSTAT IV?

MEDSTAT IV is being implemented in close collaboration between the project’s experts and the representatives of the country leaders for the sectors. This new “participative” and collaborative approach requires a transfer of techniques, tools and processes to the ENP-S countries in the areas of group management and leadership, project management (including reporting, monitoring and evaluation) and meeting chairmanship and facilitation. During the life of MEDSTAT IV, the Lead and co-Lead coordinators are supported by the project’s KEs in all the tasks relating to the implementation of the project’s activities for the sector they cover.

Countries volunteered to become lead coordinators in 2013 for the six thematic sectors cover by MEDSTAT IV and for training. At the last Forum meeting (Malta, May 16-17), the ENP-S countries volunteered to take the Lead and co-Lead for the horizontal sectors of Visibility (Egypt and Tunisia) and Gender (Jordan). As per today, there are 14 Lead and Co-lead coordinators involved in the implementation of the project’s activities.

A first workshop was organised in September 2016 which focused on basic communication techniques and tools and was very much appreciated by the participants. However, the impact of the training remained limited to the improvement of the personal capacities of the participants. In the course of the second part of 2016 and the beginning of 2017, the project deepened the discussion with the Lead countries mainly through discussion and contacts taken in the framework of the preparation of the 2017 EU-MED Forum of statisticians meeting (May 15-16). In particular, the point was made that the sharing of responsibility in the implementation of the project should be taken as an involvement of countries (Lead countries) and not only of individuals (Lead coordinators nominated by the countries). While it was agreed upon that the training and sensitization of the Lead coordinators should be pursued, it should take a more institutional form, making sure that what was transferred to the Lead coordinators would then help strengthening capacity within the NSIs of the Lead countries.

The experiences of the “Nordic Network in statistics” and of the “Baltic statistical cooperation” were presented by respectively Denmark statistics and by Statistics Lithuania. Even if the local contexts of these experiences are different with the one of the ENP-S countries, some lessons have been drawn that will enrich the reflection.

The meeting reached an agreement on a list of guidelines regarding the tasks to be covered by the Lead coordination and the way they should be addressed in each of the sectors covered by MEDSTAT IV. Each sector is specific and the guidelines leave them the necessary operational flexibility. The guidelines will be circulated to the members of the Forum for comments and approval. On this basis, the project and Morocco, as the country co-leading the Forum, will prepare a consolidated operational document. This document will be submitted to the next Forum.

Workshop for the evaluation of the new training approach and finalisation of the work programme 2017-2018 – Paris, September 27-28, 2017

A new impetus for training in MEDSTAT IV

The National Coordinators for Training met on 27 and 28 September 2017 to validate a new approach for the implementation of training activities and a new training programme for the MEDSTAT IV project in 2017-2018. The coordinators decided to go forward with blended training formats and to encourage the training of trainers approach.

MEDSTAT IV training courses are relying on a new approach based on a detailed analysis of the needs and expectations of the National Statistical Institutes (NSIs) and participants. This is to increase the the relevance, effectiveness and impact of the courses. The meeting held in Paris on 27 and 28 September 2017 validated this approach, following positive feedback from the participants in the two pilot courses delivered in 2017. The topics of these two pilot courses were GIS – Geographical Information System – and GSBPM – Generic Statistical Business Process Model.

The implications of this decision are the systematisation of blended training formats (a mix of distance and face-to-face training) and more training of trainers, and an encouragement to replicating MEDSTAT training courses at the national or sub-regional level. The evaluation of the impact of training was also extensively discussed and the countries decided that the post-training component of the evaluation should involve participants and their direct managers.

A new training programme was validated for 2017-2018. Three training courses will soon be organised as part of MEDSTAT, on “Sampling Techniques”, “Introduction to Supervision and Management”, “Planning and management of statistical projects and programmes”. A list of further topics was also validated, to be submitted to the next Euro-Mediterranean Statisticians Forum for agreement.

PARIS21 presented their new strategy for capacity building and their training offer, which encouraged the countries to reflect upon their training needs. Possible coordination was discussed on the use of a common tool for the identification of training courses. The presentation of France Université Numérique (FUN) confirmed the potential for digital training in a flipped classroom approach. The discussion also offered perspectives for countries wanting to launch into online training.

Lastly, the meeting emphasised the importance of sustained coordination among the participants, the technical department and the training unit, especially when the MEDSTAT training courses are integrated into the NSIs’ training plans.

Atelier sur l’évaluation de la nouvelle approche pour la formation et la finalisation du programme de travail 2017-2018- Paris, 27-28 septembre 2017

Un nouvel élan pour la formation dans MEDSTAT IV

Les coordinateurs nationaux Formation se sont réunis les 27 et 28 septembre 2017 pour valider une nouvelle approche pour la mise en œuvre des activités de formation et un nouveau programme de formation pour le projet MEDSTAT IV en 2017-2018. Les coordinateurs ont décidé d’aller vers des formats de formation mixte et de favoriser des formations de formateurs.

Les formations MEDSTAT IV s’appuient sur une nouvelle approche basée sur une analyse détaillée des besoins et des attentes au niveau de l’Institut National de Statistique (INS) et des participants. Les formations gagnent ainsi en pertinence, efficacité et impact. La réunion qui s’est tenue à Paris les 27 et 28 septembre 2017 a validé cette approche suite à une évaluation positive des participants aux deux formations tests qui ont été mises en œuvre en 2017. Ces deux formations test ont porté sur le SIG – Système d’information géographique – et sur le GSBPM – Generic Statistical Business Process Model -.

Les implications de cette décision sont une systématisation des formats de formation mixtes (mélange de distanciel et de présentiel) et davantage de formation de formateurs afin de favoriser la réplication des formations MEDSTAT au niveau national ou sous-régional. L’évaluation de l’impact des formations est également un point qui a été largement débattu et sur lequel les pays ont décidé que la composante post-formation de l’évaluation impliquerait le participant et son responsable direct.

Un nouveau programme de formation a été validé 2017-2018. Trois formations seront organisées rapidement dans le cadre de MEDSTAT et porteront sur « Techniques d’échantillonnage » ; « Introduction à la Supervision et au Management”, “Planification et gestion des projets et programmes statistiques ”. Une liste d’autres sujets a aussi été validée qui sera soumise au prochain Forum Euro-Méditerranéen pour la statistique pour accord.

PARIS21 a présenté sa nouvelle stratégie de renforcement de capacités et ses formations, ce qui a poussé la réflexion des pays sur leurs besoins en formation. Une éventuelle coordination a été discutée sur l’utilisation d’un outil commun pour l’identification des formations. La présentation de France Université Numérique (FUN) a confirmé le potentiel de la formation digitale dans une approche de classe inversée. La discussion a également ouvert des perspectives pour les pays qui souhaitent se lancer dans la formation en ligne.

Enfin, cette réunion a mis l’accent sur l’importance d’une coordination soutenue entre participants, département technique et unité de formation en particulier en cas d’intégration des cours MEDSTAT dans le plan de formation de l’INS.
